VNC Elections 2023

The Venice Neighborhood Council (VNC) along with LA's 98 other Neighborhood Councils, form the grassroots level of the City's government. While VNC board members serve their community without pay, they are public officials elected by the stakeholders of their community. 

 

The VNC Board of Officers is composed of 21 elected Venice stakeholders, all of which are up for election every two years. The election is conducted by the Los Angeles City Clerk's Office. You may vote In-Person or Vote-by-Mail.

 

In-person Voting will occur at the Oakwood Recreation Center on March 26, 2023.

If you prefer to Vote-By-Mail, you must first request a Vote-by-Mail (VBM) ballot. The application for the VBM Ballot can be made by submitting information online or by submitting a paper application, following these steps: 

 

   ➡ Visit the LA City Clerk HOW TO VOTE page. (It will be helpful to first read the NC Elections FAQs and the      2023 NC Documentation Guide.)

 

   ➡ Choose whether to apply for your ballot using the Online VBM Application (Portal) or by downloading a VBM Paper Applications (Multilingual) to submit by mail, email or fax.

   ➡ If ONLINE, you will be asked to create an ANGELENO account. (If you already created your account, skip this step.)   Click the “Sign Up” link and follow the instructions to create your account. (Detailed steps to Create an Account can be found below on this page.)

 

   ➡ Log-In to your ANGELENO account and choose VOTER and follow the prompts.

 

   ➡ You will be asked to provide the following information: Neighborhood Council; Name; Stakeholder Status (Live, Work, Own Property, or Community Interest); Qualifying Address; Date of Birth; and Mailing Address.  You will then need to upload documentation proving stakeholder status (see Documentation Guide).

 

   ➡ If submitting a paper application, your signature is required. You may submit your application and documentation by mail, email, or fax.

(IMPORTANT: vote-by-mail applications must be RECEIVED by the City Clerk before 11:59pm on 3/7/2023.

 

If you have successfully completed the vote-by-mail application, you should receive your ballot in the mail between February 24 and March 7, 2023.  (In the event that you do not receive a ballot, make an error while voting the ballot, or receive the wrong ballot, you must contact the City Clerk to request a replacement ballot before March 14, 2023. Once a ballot is reissued, the original ballot is voided.)

Definitions:

Stakeholder: A Stakeholder is anyone who lives, works, or owns real property within the VNC's boundaries, and does not have to be a citizen of the United States. A Stakeholder who participates in the elections must be a minimum of 16 years old.

 

Community Interest Stakeholder: This Board of Officers position is only available to a person that does NOT live, work or own property within the VNC region. However, this individual has some other connection to the community. (Examples of Community Organizations may include Chambers of Commerce, houses of worship or other faith-based organizations, educational Approved by Dept. of Neighborhood Empowerment 7.1.22 5 institutions, or non-profit organizations.)

Note: In accordance with current City policy, proof of vaccination or a negative COVID-19 test within the past 72 hours will be required to enter a polling location. Any voter who cannot provide the required COVID-19 documents will be able to vote curbside or in front of the poll location. COVID-19 requirements subject to change based on City policy.

 

How to Create an ANGELENO Account: Voters who wish to complete a Vote-by-Mail (VBM) Application online must first create an Angelino Account at https://angeleno.lacity.org/ (you will receive an email confirmation.)  After creating an account, voters can access the NC Portal to apply for a NC Ballot. To access the NC Portal complete the following steps: (1) Click on the ‘Register Today’ button and enter the following information: a. Email Address b. Password c. First and Last Name (2) An email will be sent to the voter confirming creation of the account. Voters must verify email address and activate account, by clicking "Activate Account" in email. (3) Click ‘Services’ to get access to the NC Portal.

When creating a new user profile, it is strongly suggested that voters write down their login information. City Clerk staff will be available throughout the candidate filing period, during regular City business hours, to assist voters with their filing. Stakeholders will be able to track the status of their application and ballot in the NC VBM Application Portal.
