Dear Board members: Here is a monthly report. It mostly concerns the legal challenges to LAMC 42.15, the ordinance regulating vending on OFW. As there is another court hearing on Friday 7.13, there may be more to report before the 7.17 board meeting.

How to obtain Permit for Venice Boardwalk

Venice Beach Boardwalk Public Expression Permit

Service Description

Individuals interested in exercising free speech, public expression, or performance at the Venice Beach Boardwalk are required to obtain a Venice Beach Boardwalk Public Expression Permit. Permits can be obtained at the Venice Beach Park Office, located at 1800 Oceanfront Walk, daily, 9 a.m. to 5 p.m. Photo permits are issued the same day. Individuals requesting a permit will need to bring photo ID, pay a one-time, $25.00 fee, and will be required to sign a statement that states they have read and understood the Venice Beach Boardwalk Guidelines. The guidelines are based on Los Angeles Municipal Code 42.15, which can be viewed online at www.cityofla.org. Understanding the unique character and tradition that is Venice Beach, this permit program has been developed to create a positive environment and to facilitate public expression at this popular Los Angeles destination and public park. To insure the cooperation of all parties involved, Venice Beach staff and LAPD will monitor and regulate the Venice Beach Boardwalk. For further questions regarding the Venice Beach Boardwalk Public Expression Permit Program, please call the Venice Beach Park Office at (310) 396-6764. Vending is strictly prohibited on City of Los Angeles Department of Recreation and Parks property, which at Venice Beach is the ocean side of the Venice Beach Boardwalk. Vending that occurs on the landside of the Venice Beach Boardwalk is conducted on private property. Interested vendors should contact these private individuals directly. Parking is available at the Los Angeles County Beach parking lots and there is metered street parking within the adjacent neighborhood.

I. Meeting on 3/17/06 to Discuss Pending OFW Ordinance

The new sections of LAMC Section 42.15 will take effect on Saturday 3/25. LAPD will be enforcing the new ordinance beginning on that date.

Copies of the revised ordinance are available at the Department of Recreation and Parks, Venice Beach Office on Ocean Front Walk. The ordinance is also posted on the LA City website (www.lacity.org) and on the GRVNC website: (www.grvnc.org). LAMC 42.15 regulates time, space and manner of expression. The vending of items with more than nominal use will be prohibited. The new rules are based on a recent Supreme Court decision that defines only items of pure expression of free speech with no other utilitarian use to be legal in free speech zones.

The OFW Committee will meet Friday morning, March 17 at the Oakwood Recreation Center to discuss the pending implementation of the new boardwalk ordinance scheduled to into effect on March 25. Representatives from City agencies and boardwalk constituent representatives will be present to explain the new rules and the program. All stakeholders are invited.
