VNC Bylaws
At its September 15, 2009 meeting, the Board adopted several Bylaws Amendments.
Changes to Bylaws III, IV, and VI were necessitated to bring the Venice Neighborhood Council into conformance with City of Los Angeles mandates approved by the LA City Council. They must be ratified by VNC stakeholders at an election to be scheduled. If they are not ratified by VNC stakeholders, the City Clerk has established default guidelines that implement the mandated changes which may not be the same as those described here.
The change to Bylaw V proposed by Rules and Elections Committee allows for smoother running of stakeholder initiative elections.

NOTE: This form is not available for registration of factual-basis VNC Stakeholders. Only the LA City Clerk can determine who qualifies as a factual-basis VNC Stakeholder, and that determination can only be made when the LA City Clerk conducts a Board Election. The next VNC Board Election is currently scheduled for Sunday, April 11, 2010.
To become a registered non-factual-basis• VNC Stakeholder: (i) Complete the above online VNC Registration Application Form; and (ii) Bring it to any scheduled VNC Election along with credentials proving that you qualify as a VNC Stakeholder as indicated below:
CREDENTIALS
• CA Drivers License (with an address within the VNC area)
• CA Residency Card (with an address within the VNC area)
• School ID Card (for a school within the VNC boundaries) plus proof-of-age (16)
• A business card (In combination with any of the following with a matching Venice address — Business license, business check, or pay stub).
• A recent utility bill (to registrant with an address within the VNC area)
• An imprinted check (including an address within the VNC are)
• Pay stub (from a business with an address within the VNC area)
• School report card (for a school within the VNC area) plus proof of age (16)
• Property tax bill (with an address within the VNC area)
• Church/Religious Institution within the VNC area: Letter (on church letterhead with contact information) from Church/Religious institution attesting to stakeholder volunteer work.
• Nonprofit Organization within the VNC area: Letter (on organization letterhead with contact information) from nonprofit organization attesting to stakeholder volunteer work.
• Senior Group within the VNC area: Letter (on group letterhead with contact information) from senior group attesting to stakeholder volunteer work.
• Venice Beach Boardwalk Public Expression Permit
• Passport (only in combination with another credential item)
Previously registered stakeholders who are listed as such on the records available at an election must establish their identity and sign the record before being allowed to vote. All credentials and forms of identification must be valid at the time of the election.

• A non-factual-basis VNC Stakeholder is identical to the traditional definition of a VNC Stakeholder as that term has been used in all elections before the LA City Council introduced, in a 2009 ordinance, the concept of a factual-basis stakeholder. The nomenclature is required to distinguish between the two types of stakeholders.
