Venice Neighborhood Council August 19 Special Election

Venice Stakeholders will be asked to ratify five VNC Bylaws changes at a Special Election Meeting to be run concurrently with the VNC Town Hall Meeting on October 23, 2008 from 7 to 9PM at Westminster School Auditorium, 1010 Abbot Kinney Blvd.

The items to be voted on are:

• Approve Bylaws amendment to clarify time frame for posting of minutes.
• Approve Bylaws amendment to change name of Budget, Finance and Fund Raising Committee.
• Approve Bylaws amendment clarifying required 2/3 of full Board vote to approve Bylaws amendment.
• Approve Bylaws amendment to enable Neighborhood Committee to perform its mission when seven rather than all nine of its members have been selected.
• Approve Bylaws amendment to increase membership of Land Use and Planning Committee.

The Land Use and Planning Committee is under increased pressure to investigate, hold public meetings and send recommendations for action to the Board of Officers. Development applications for projects that request variances to our specific plan are double and triple what other neighborhood councils receive. LUPC needs more members to handle these responsibilities. There are currently nine LUPC members. This By-Law Revision would increase LUPC membership to thirteen.

1. Proposed amendment to Article IV.B.3 of the Bylaws, to clarify time frame for posting of minutes by the Secretary, as follows:

Secretary: Responsible for producing accurate minutes of Stakeholder, Board of Officers and Administrative Committee meetings and for submitting the minutes for public posting no later than seven (7) days after the meeting at which they are approved but not more than 45 days after the meeting at which the minutes were taken.

2. Proposed Amendment to Article VII.D of the Bylaws, to change the name of the Budget, Finance and Fundraising Committee to:

Budget and Finance Committee

3. Proposed amendment to Article VII.F, paragraph 2, of the Bylaws, to increase LUPC from 9 to 13 members, as follows:

Land Use and Planning Committee: The Land Use and Planning Committee (LUPC) shall consist of Delete: [nine (9)] Replace with: thirteen (13) Stakeholders including the elected Chair. No Board Officer may serve as a LUPC member with the exception of the Land Use and Planning Committee chair. Delete: [; EXCEPT that, for the term ending October 2007, the LUPC shall include two (2) additional members who are Board Officers as nominated by the Board of Officers. Eight (8)] Replace with: Twelve (12) LUPC members shall be elected by the Board of Officers from a list of candidates who have formally communicated to the Board their desire to serve on the Land Use and Planning Committee. The Board shall, within thirty (30) days after beginning their term, hold a Board of Officers meeting for the election of LUPC members; Add: EXCEPT that, for the term ending October 2009, the four (4) vacant positions shall be elected within thirty (30) days after the date that this amendment becomes effective. The Delete: [eight (8)] Replace with: twelve (12) candidates with the highest vote totals shall be elected.

4. Proposed amendment to Article IX.A.1 of the Bylaws, to confirm current practice and original intent regarding amendment of Bylaws, as follows:

Amendment by Board of Officers: 1. Requires a two-thirds (2/3) majority vote of the full Board of Officers …”

5. Proposed amendment to Article VII B of the Bylaws, to enable the Neighborhood Committee to perform its mission:

Neighborhood Committee: The Neighborhood Committee shall be considered established for all purposes upon election of seven (7) of the nine (9) neighborhood candidates. Other neighborhoods and/or Stakeholders representing other neighborhoods or neighborhood interests may then be added at the discretion of the Neighborhood Committee. The committee shall promote greater awareness of available City resources and services and act as a conduit between the Board and Venice neighborhoods, assisting in community outreach and bringing neighborhood issues to the attention of the Board.
