Venice Neighborhood Council June 17 Special Election
Venice Stakeholders will be asked to ratify four VNC Bylaws changes and two Board appointments at a Special Election Meeting to be run concurrently with the VNC Board Meeting on June 17, 2008 from 7 to 9PM at Westminster School Auditorium, 1010 Abbot Kinney Blvd.
The items to be voted on are:
• Confirm or replace the VNC Board’s appointment of Brennan Lindner to the Board as a Community Officer.
• Confirm or replace the VNC Board’s appointment of Sean Kelly to the Board as the Communications Officer.
• Approve Bylaws amendment to clarify time frame for posting of minutes.
• Approve Bylaws amendment to change name of Budget, Finance and Fund Raising Committee.
• Approve Bylaws amendment to increase membership of Land Use and Planning Committee.
• Approve Bylaws amendment regarding Amendment of Bylaws.

2. Proposed amendment to Article IV.B.3 of the Bylaws, to clarify time frame for posting of minutes by the Secretary, as follows:
Secretary: Responsible for producing accurate minutes of Stakeholder, Board of Officers and Administrative Committee meetings and for submitting the minutes for public posting no later than seven (7) days after the meeting at which they are approved but not more than 45 days after the meeting at which the minutes were taken.
3. Proposed Amendment to Article VII.D of the Bylaws, to change the name of the Budget, Finance and Fundraising Committee to:

4. Proposed amendment to Article VII.F, paragraph 2, of the Bylaws, to increase LUPC from 9 to 13 members, as follows:
Land Use and Planning Committee: The Land Use and Planning Committee (LUPC) shall consist of Delete: [nine (9)] Replace with: thirteen (13) Stakeholders including the elected Chair. No Board Officer may serve as a LUPC member with the exception of the Land Use and Planning Committee chair. Delete: [; EXCEPT that, for the term ending October 2007, the LUPC shall include two (2) additional members who are Board Officers as nominated by the Board of Officers. Eight (8)] Replace with: Twelve (12) LUPC members shall be elected by the Board of Officers from a list of candidates who have formally communicated to the Board their desire to serve on the Land Use and Planning Committee. The Board shall, within thirty (30) days after beginning their term, hold a Board of Officers meeting for the election of LUPC members; Add: EXCEPT that, for the term ending October 2009, the four (4) vacant positions shall be elected within thirty (30) days after the date that this amendment becomes effective. The Delete: [eight (8)] Replace with: twelve (12) candidates with the highest vote totals shall be elected.
5. Proposed amendment to Article IX.A.1 of the Bylaws, to confirm current practice and original intent regarding amendment of Bylaws, as follows:

Who Can Vote?
All Venice Neighborhood Council Stakeholders may vote. You are a Venice stakeholder if you LIVE, WORK, OWN PROPERTY, or ATTEND SCHOOL or RELIGIOUS SERVICES in Venice. Venice includes roughly the area from the Beach to Walgrove between Washington and the Santa Monica border plus the Oxford Triangle and the LA City portions of Marina Del Rey (Click HERE to view Map).
Stakeholders should bring proof of their stakeholder status in the form of a valid credential to vote.
What is a Valid Credential?
A valid credential includes, but is not limited to one of the following: CA Drivers License or CA Residency Card (for an address within the VNC area); School ID Card (for a school with in the VNC boundaries); A business card (in combination with any of the following with a matching Venice address: Business license, business check, or pay stub); A recent utility bill (for an address within the VNC area); An imprinted check (including an address within the VNC area); Pay stub (from a business within the VNC area); Passport (only in combination with any other credential item); School report card (from a school with in the VNC boundaries); Property tax bill (with an address within the VNC area); OTHER CREDENTIALS: For Church/Religious Institution within the VNC area: Letter on church letterhead with contact information from Church/Religious institution attesting to volunteer work; Nonprofit Organization within the VNC area: Letter on organization letterhead with contact information from organization attesting to stakeholder volunteer work; Senior Group within the VNC area: Letter on group letterhead with contact information from group attesting to stakeholder volunteer work; or Venice Beach Boardwalk Public Expression Permit.
What are the Boundaries of the VNC?
Boundaries of the VNC shall follow the traditional boundaries for Venice, as set forth in the City of Los Angeles Venice Area Specific Plan and the City of Los Angeles Planning and Land Use Map for Venice, with one exception, as noted below. These traditional boundaries are approximately described as the City of Santa Monica to the North, the Pacific Ocean to the West, Marina del Rey (unincorporated County of Los Angeles) to the South, and Walgrove Avenue, the eastern edge of the Venice High School grounds, Culver City, Walnut, Del Rey and Lincoln Boulevard on the East. The exceptions to these traditional boundaries are: The area between Walgrove Ave. and Beethoven St. contains many of the schools serving the Venice Community, including Venice High, Mark Twain Junior High, Walgrove Elementary and Beethoven Elementary. The grounds of these schools shall be considered an overlap area with the Neighborhood Council established by the Mar Vista Community. (Click HERE to view Map)
