2) COMMENT ON THE PLAYA VISTA PHASE TWO DRAFT EIR
DEADLINE FAST APPROACHING!
Playa Vista Phase Two Environmental Impact Report ("EIR")
Case No. ENV-2002-6129-EIR
The Grassroots Venice Neighborhood Council ("GRVNC") Land Use and
Planning Committee ("LUPC") has created an ad hoc subcommittee which
will work together with the GRVNC Conservation Committee to gather
comments on the Draft EIR ("DEIR") from GRVNC stakeholders. The
subcommittee will then compile these comments and submit a final
comment letter on behalf of the GRVNC to the Board of Directors for
approval.
The Board of Directors will consider the subcommittee's comment letter
and transmit these comments to the Los Angeles Department of City
Planning with an appropriate cover letter including: 1) purpose is to
communicate stakeholder concerns and facilitate community input on the
EIR. 2) outline the major areas addressed in comments 3) request the
Planning Department address each of the comments thoroughly, which
will enable informed discussion so that GRVNC will be able to take a
position on the development subsequent to the release and review of
the Final EIR.
Stakeholders may submit all comments in one of three ways:
1) via email to lupc@grvnc.org;
2) via U.S. Mail to PO Box 2224, Venice, CA, 90291, or
3) dropped off at the Vera Davis Center at 610 California Street,
Venice.
Comments should be addressed to "GRVNC LUPC Subcommittee." COMMENTS
ARE DUE BY 5:00pm Monday, December 15, 2003. Comments received later
will not be included in GRVNC's comment letter.

3) Due to a relocation, nominations for Second Vice President of GRVNC
are now being accepted. The duties include attending board meetings
(about 1.5 per month), attending executive committee meetings (about
1.5 per month), and functioning as co-chair of the Outreach Committee.
The Outreach Committee, which will be having its first meeting in
December, is responsible for growing the membership of GRVNC and
getting people involved in keeping Venice a great place to live. The
term expires in June of 2004, so it is a pretty short term - perfect
for those of you who have thought about volunteering, but were unsure
about either campaigning or the two year time commitment. All that
you have to do is send the Communications Officer your name and then
come to the board meeting and give a one minute statement about why
you want to volunteer. Email communications@grvnc.org.

This could be the most important thing you ever do to protect the
future of Los Angeles
You can help stop the Playa Vista Developers from maximizing their
profits while socializing their liability -- in other words, don't let
them take the money and leave their mess for the rest of us to clean
up.
Please contribute to the placement of a full page ad in the Los
Angeles Times. Phase II of Playa Vista is not a done deal. Tell the
City you don't want development to continue. For your convenience we
have included Los Angeles City Council members' phone or email
addresses following this letter.
Also take a few moments to forward this to as many people as possible.
If you're a Los Angeles taxpayer or resident of any of the surrounding
communities, the Playa Vista gas liability issue could affect you
personally.
The ad demands that Los Angeles City Attorney, Rocky Delgadillo,
address the issue of potential taxpayer liability associated with the
city's approval of this high-density housing development on one of the
most dangerous gas seeps in the country.
If councilman Nate Holden was correct when he raised this issue in a
city council meeting two years ago, and there is a deadly explosion
and fire at Playa Vista due to the failure of one of the experimental
gas mitigation systems, the taxpayers of the city could face hundreds
of millions of dollars in damages.
An award of such magnitude could seriously compromise the city's
ability to provide basic services such as police and fire protection,
road maintenance etc.
If, as it appears, the Playa Vista developers have insulated
themselves from future financial liability, they will have in effect
transferred this liability to others while reaping their millions of
dollars in profits. To date, either through ignorance or sloth or the
influence of the millions of dollars the developers have spent on
campaign contributions and lobbying, our city officials have done
nothing to protect us from this happening.
Now the city council is poised to approve even more construction on
this dangerous site which will further add to the liability councilman
Holden warned us about. Unfortunately, most of the residents of Los
Angeles know nothing about this. Informing taxpayers is the purpose
of the ad.
We have negotiated a special price for this full-page advertisement --
$22,285.25
It will be seen by millions of people.
It could have a major impact on the City Council's vote on Phase Two
of Playa Vista. The vote is scheduled for December 20th so time is of
the essence. Please send your tax-deductible contribution to
