Dear Grass Roots Venice Neighborhood Council reader,
At its Board meeting on October 22, GRVNC appointed Sheila Bernard as president to replace Tisha Bedrosian who resigned last month. The Board also voted in Paul Ryan to fill the vacant position of Government Relations Officer, and Jatun Valentine to fill another vacant position as the Oakwood Representative. Also, the board appointed Lydia Poncé and Sabrina Venskus for the Land Use and Planning Committee, and Jim Smith as chair of the Bylaws Committee. Thank you to all who sent in nominations for these open positions!

1) Message from Sheila Bernard, new GRVNC president
Dear Neighbor-
Your Grvnc board has appointed me as interim president of our neighborhood council, and I will do my best to help Grvnc fulfill its promise as a voice and an action vehicle for all the people of Venice. It is Grvnc's job to discuss and take action on the issues you consider most important, and to get you involved in that process through your work on committees and your attendance at community events, meetings, and celebrations. In other words, Grvnc is not a board of 21 people. Grvnc is a quasi-governmental body representing the interests of the 38,000 people of Venice. We are only as powerful as you make us by bringing your concerns forward and seeing to it that your concerns are addressed. We are only as much fun as you make us by bringing your ideas for community events and celebrations, and seeing to it that people know about these events and feel welcome to help plan and attend them. Our committees have done outstanding work:
* Our parking committee has secured more space for our vehicles, and is also working on ways to get us around Venice without using our vehicles.
* Our Land Use and Planning Committee has heard development proposals in meetings which drew crowds of several hundred people, catalyzing a planning event (Envision Venice) which could dramatically effect the way development will occur on Lincoln Boulevard.
* Our ad hoc Traffic Committee (now in search of a new chair) crafted a resolution (based upon an earlier motion by our standing Conservation Committee) opposing the widening of Lincoln Boulevard and promoting consideration of rail as a better way to move people north and south on Lincoln.
* Our Conservation Committee, besides proposing resolutions on bike lanes, recycling on the beach, and preservation of Lincoln Place, is now proposing to examine the environmental effects of large development proposals in Venice in the event that environmental impact reports are not required on these proposals.
New committees are now forming:
* Budget and Finance: this committee will secure and budget $50,000 which will be provided to Grvnc by the City.
* Bylaws: this committee will consider ways to make our organization more democratic and more accountable.
* Committee on the working poor and homeless: this committee has not been formed yet, but has been proposed by a board member.
* A committee to examine the effect of artist-in-residence developments on Abbot Kinney as a commercial street has been proposed by a board member.
* We hope to have other committees up and running, or revitalized, including Rules and Elections, Event Planning, Communications and Outreach, and Government Relations.
If none of these committees quite hits the spot for you, bring an idea of your own for an ad-hoc committee. Bring some neighbors and friends who would like to work on this idea with you.
Meetings of the Grvnc board of directors and executive committee are open to the public, and public comment is on the agenda both at the beginning andthe end of every meeting. We look forward to working with you in this very promising experiment in grass-roots democracy.

Motion: The Standing Conservation Committee of the Grass Roots Venice Neighborhood Council hereby finds the Draft Environmental Impact Report for Playa Vista Phase 2 is inadequate in recognizing all substantial effects on the environment and thusly does not meet requirements of the California Environmental Quality Act as written. By approving this motion, under Article 7.H of the certified Bylaws, the Conservation Committee authorizes the Chair to comment on the Phase 2 Draft EIR before the assigned deadline of December 23 and report to the Executive Committee and Board of Directors at the next meeting(s) of those bodies.
Motion: The Standing Conservation Committee of the Grass Roots Venice Neighborhood Council hereby finds the Draft Environmental Impact Report for LAX Alternative D is inadequate in recognizing all substantial effects on the environment and thusly does not meet requirements of the California Environmental Quality Act as written. Furthermore Committee adopts the same position on said Draft EIR as the Westchester and Playa del Rey Neighborhood Councils. By approving this motion, under Article 7.H of the certified Bylaws, the Conservation Committee authorizes the Chair to comment on the LAX Alternative D Draft EIR before the assigned comment deadline and report to the Executive Committee and Board of Directors at the next meeting(s) of those bodies.

The Community Action Board (CAB) advises the City Council and the Mayor on the use of the Community Services Block Grant (CSBG). CSBG funds a variety of human services aimed at eliminating the causesof poverty and helping families move toward self-sufficiency. The CAB consists of representatives from the Poverty Sector, the Public Sector, and the Private sector.
Poverty Sector representatives are elected from each of the City's Community Improvement Planning Areas (CIPAs).
ELECTIONS WILL OCCUR FOR THE FOLLOWING POVERTY SECTOR POSITIONS ON THE CAB:

The next meeting of Venice Community Coalition will be on Monday, November 3rd at 1072 Palms Blvd, 7p.m. We are in the final stages of organizing the Envision Venice event to be held on November 15th.
