BOARD MEETINGS: The Venice Neighborhood Council holds its regular meetings on the third Tuesday of the month and may also call any additional required special meetings in accordance with its Bylaws and the Brown Act. All are welcome to attend.

PUBLIC COMMENT: The public is requested to fill out a “Speaker Card” to address the Board on any Old or New Business item on the agenda and the Treasurer’s Report. Comments from the public on these agenda items will be heard only when that item is being considered. Comments from the public on other agenda matters or on matters not appearing on the agenda but within the Board’s subject matter jurisdiction will be heard during the Public Comment period. Public comment is limited to two (2) minutes per speaker, unless modified by the presiding officer of the Board. No new speaker cards will be accepted once Public Comment has begun.

D NC Election Survey The City Clerk has distributed the NC Election Alternatives Method Survey to all NCs. This survey is meant to provide NCs an opportunity to voice their preference regarding what method should be used for implementing elections in 2014, as well as which entity should implement these elections. The surveys will be due back to the City Clerk on or before Friday, January 6, 2012.

In the interest of making sure that every NC’s input is counted and so that your NC Board might have enough time to discuss its survey responses, we recommend that NCs take the steps to agendize its discussion for its upcoming November and December Board meetings (and January, if prior to January 6). Additionally, the City Clerk will be posting materials discussed during our Election Alternatives Education Workshops up on our website by October 28 to help the Board discuss its survey choices.

A Support Neighborhood Team Program on Behalf of WRAC (Westside Regional Alliance of Councils) and the Neighborhood Committee.

MOTION: The Venice Neighborhood Council supports the concept of the Neighborhood Team Program (NTP), an emergency support Program organized through the Community Emergency Response Team (CERT) of the Los Angeles Fire Department (LAFD). Under the Neighborhood Team Program, community members who have taken the CERT training volunteer as NTP Team Leaders, organizing and providing direction to other neighborhood residents in preparing for and responding to emergencies such as earthquake or major Fire:

MOTION: To deny the project of the 12 lot Small Lot Sub Division each with a single family dwelling project as presented, and noting :

1. The total density of the lot exceeds the Venice Specific Plan Section 10.G.2.a.(2) by applying the Density in Residential Zones section of the VSP which the VNC has opposed in the past.

2. It does not comply with the landscape plan for Venice Blvd and Ocean.The project requires the sale to the applicant of public land currently planned for a landscape plan Venice Blvd and where a grant and public matching money have been raised to devlop this public park on the corner of Venice, Ocean and Mildred. .

3. The roof top structure(s) each exceeds the 100 sq ft limit in the VSP.

4. The Unit Lot 12’s is creating a “Reverse Corner Lot” where the side lot and back lot creating zero set back condition as the front yard would not be on Ocean or Mildred.

B Turkeys for Thanksgiving Mariana Aguilar and the Neighborhood Committee

MOTION: To recommend that the VNC board allocate $500 for the purchase of turkeys for the annual Thanksgiving distribution at the Vera Davis Youth and Family Center on November 17. (passed 11.2.11-unanimous vote):

C Increase the Availability of Sanitation Services to the Venice Area Robin
Rudasill & Linda Lucks on behalf of the VNC Neighborhood Committee :

MOTION: Whereas 16 million people visit Venice every year, they are confronted with inadequate sanitation facilities. It is a daily health and safety problem for visitors and residents alike who suffer as beach visitors leave the area, not willing to wait in lines to use the public bathroom facilities. These lines are often 25 people deep on weekends and,

Whereas both the County and the City of Los Angeles must acknowledge the urgency of the situation and immediately increase the availability of sanitation services to the Venice area,.

Be it resolved that the Venice Neighborhood Council, being aware that this situation has reached critical mass, request the following actions:
1) Since RV dwellers all of Los Angeles need to empty their sanitation tanks, we urge the City and County to provide free coupons to the Dockweiler or other Legal Pump Out Facilites for people who cannot afford them.
Preventing sanitation problems is more cost efficient than clean up costs.

D Bus Passes for residents of Emergency Homeless Shelter Linda Lucks, on
behalf of the Neighborhood Committee

MOTION: To recommend that the VNC Board allocate $100 for the purchase of bus passes or socks to be distributed to residents of the 50 bed Emergency Homeless Shelter at the WLA Armory for people from Venice (90%) and Westchester needing trasportation to social service agencies, doctor and VA visits, job and housing interviews. The shelter is operated by First to Serve from Oct. 15- Nov. 30 and is funded by the City of LA and provides case management services.

E Request for City to Commit to Alley and Alley Gate Maintenance Mariana

MOTION: Whereas a significant number of Venice residents rely on alleys for their primary or sole access to their homes, as well as for receipt of city services (ie. Garbage collection, police, fire, DWP, Gas Company, etc.), and
Whereas the failure to maintain Venice alleys and alley gates presents a public safety and security risk, and
Whereas a residents are reportng a seriously degraded state of alley and alley gate maintenance, and
Whereas multiple residents have individually attempted to address this issue with a variety of city officials (ie. Councilmember Bill Rosendahl, Mayor’s Office, Bureau of Street Services),

Therefore, the Venice Neighborhood Council resolves that the City of Los Angeles repair, reconstruct and maintain the alleys and alley gates in Venice. Moreover, to provide assistance to the City, the VNC resolves to work with the community to identify alleys in need of repair and collect the information for presentation to the City Council and Mayor.
