1. At the March 1, Board of Neighborhood 
Commissioners Hearing (BONC), the Department of
Neighborhood Empowerment (DONE) presented a
report with three options for assisting GRVNC.

But to summarize, the options were:

1. DONE Appoints an Independent Election 
Administrator and Final Arbiter to Conduct the 
Election for the GRVNC in June of 2005.

2. DONE Conducts the Meeting to Ratify the 
Appointments of the Four Board Members Appointed 
by GRVNC, or to Elect New Board Members for 
those Seats.

3. De-Certification of GRVNC.


The DONE report recommends Option #1, the June 
Election, be taken.

Even though BONC was made aware that the 
GRVNC Election Committee had prepared
the way for their recognition of a GRVNC board quorum 
by holding the Special Election on Monday 
(similar to DONE Option #2), no decision was made.

Since BONC seemed to feel they needed more options 
for who would facilitate the June Election 
procedure detailed below, DONE was instructed to come 
back with those options at the next BONC 
meeting when, hopefully, they will vote on the 
matter.  Time is short.

The DONE Proposed Timeline for the June Election is:

March 22: Community Meeting to Finalize Procedures
April 5: BONC Hearing to Approve Election Procedures
April 25: 60 Day Outreach Marker
June 25: Election Day

Under this plan, the election procedures would 
obviously be known and set far in advance of the 
election so that both candidates and voters
would receive timely and non-conflicting information,
unlike last year.  

Also the DONE report states that the election
procedures should be based on last year's, which were 
originally crafted by the GRVNC "Citizen Jury" 
Election Committee to conform to a draft version of 
the Citywide Election Procedures (before it was 
enacted by LA City Council this year). GRVNC was 
actually ahead of the curve on that part.

The time, place and agenda for the next BONC hearing
will be sent out when it is available.

2. Special Election Results 


Thank you to those stakeholders who came out
Monday to vote in the Special Election to confirm or 
replace the four board appointees!  The results are:


Government Relations Officer:
Francisco Letelier
* Confirmed *

At-large Representative:
Kristen Weirick
* Confirmed *

At-large Representative:
Don Geagan
* Confirmed *

Distict 2 (Rose Ave./North Beach) Representative:
Inge Mueller
* Replaced (at her request) *
Write-in Carol Berman is the new Dist. 2 Rep.


As stated in the section above, BONC was made
aware of the special election at their Tuesday
hearing, but declined to vote to make a decision
on recognizing a new GRVNC quorum or any of the
DONE proposed options.

As I mentioned in the last two emails, it is 
possible that they will not recognize one as a result
of this special election, especially since DONE is 
recommending that BONC not recognize a GRVNC quorum 
until after the June 2005 general candidate election.
