Grass Roots Venice Neighborhood Council Announcement

At the April 22 meeting, the GRVNC board approved the
Election Committee Report on the 2004 Elections
Procedures with amendments. First, a vote-by-mail
component was added so seniors and others who have
difficulty getting to the polls could participate.
Second, the board failed to pass a bylaws amendment
which required that only stakeholders living in
Venice could vote in their District representative race.
Therefore, the Elections Procedures were amended so that
all stakeholders may vote in any one district of their
choice (as was the case 2 years ago).
Election Day is Sunday, June 27, 2004.
The candidates forum, which was held on election day
last year, has been moved to 6 days prior to
Monday, June 21 at 7:00PM (day after father's day).
Hopefully this change will allow for easier logistics
on election day, and for longer statements and
discussion of Venice issues by the candidates.

the Department of Neighborhood Empowerment for approval,

Also, a summary of the election timeline and how
to vote, both in person or vote-by-mail, and how
to become a candidate are being distributed
Venice-wide as a part of GRVNC's very first newsletter!
On Saturday, May 8 at 3PM at the Venice Library,
there will be a meeting where you can find out everything
about the election. Yours truly will be distributing
copies of the election procedures, the bylaws,
talking about what the duties of each of the open
board positions are, and accepting declarations
of candidacy, etc.

You need to declare yourself by May 27 in order to be on
the printed ballot.
For information on voting-by-mail, send an email to:
vote.by.mail@grvnc.org
Vote-by-mail requests need to be received by June 13
in order to vote-by-mail.
This information is subject to change until D.O.N.E.
approves the procedures. Also, these procedures
could change as described below in the section on the
Stakeholder Initiative Special Election, with the
provision that DONE probably will require the initiative,
should it pass, to be approved by the board before
it can become binding.

neighborhood and in turn, the neighborhood takes
care of them.
In addition, the Town Hall will include presentations
and volunteer opportunities by Venice youth
organizations.

Stakeholder Initiative Special Election
Thursday, May 6, 7:00 PM

DETAILS:
At the Executive committee meeting on April 7,
a stakeholder submitted a petition signed by
at least 50 stakeholders to hold a vote on
an initiative to amend the bylaws.
Basically, the initiative contains seven provisions,
each to be voted on separately, which seek
to amend the bylaws to affect the way elections
could be run in the following ways:
1) Eliminate vote-by-mail election components
2) Provide that only stakeholders who live
in Venice can vote for the District Rep in their
area. No other type of stakeholder
(work, own property, etc) would be allowed to vote
in district elections.
3) Sets forth a list of credentials that would need to
be provided in order to vote, and eliminate the use
of just showing the orange membership card.
4) Raise the minimum stakeholder age to 18
(from roughly 16)
5) Eliminate full same day voter registration
6) More tightly define who is a stakeholder
7) Require changes in Election Procedure to be approved
by vote of 2/3 of the board and a majority of
stakeholders.

Further information, as well as hopefully "pro" and "con"
statements regarding each provision will be forth-coming
and, once again, it is most likely that the LA Department of
Neighborhood Empowerment will not approve these bylaws
changes unless the board approves of them as well.
