initial informational presentation and a 
discussion item, not a voting item at this time.  
Project is at a preliminary, conceptual level.

At its meeting on April 7, the Board took the 
following actions:

1. The board rejected a motion to eliminate the 
   office of president. However, the board redefined 
   the president's duties to include: 
   "Coordinates all GRVNC activities. Serves as the 
   chief liaison with other neighborhood councils 
   in Los Angeles."

2. The board split the communications and outreach 
   committee into two parts. The communications 
   committee will be chaired by the communications 
   officer, while the outreach committee will be 
   chaired by the second vice president.

3. The board adopted a form of "self-affirmation" 
   for stakeholder voting. The new language reads 
   "Stakeholders will affirm by signature at the 
   time they request a ballot that they meet the 
   criteria to be a stakeholder, and the reason why 
   they hold a stake in Venice (live, work, etc.)"

4. The board adopted Instant Runoff Voting (IRV) for 
   elections in which there are more than 
   two candidates. IRV ensures that the winner in 
   an election has received a majority vote. 

   Under IRV, when ballots 
   are cast voters indicate their second, third, 
   and fourth choices for the office, etc. If no 
   candidate receives a majority vote, the candidate 
   with the lowest vote is eliminated and the 
   second-choice votes of voters for that candidate 
   are divided up between the remaining candidates. 
   This procedure continues until a candidate has 
   received a majority of the votes.

5. The board adopted in principle that GRVNC elections

   would be supervised by a third-party, such as the 
   League of Women Voters. Bylaw language will be 
   submitted at the next board meeting.

6. Last year the resolution of election challenges 
   dragged on for several months and made it 
   impossible for the board to conduct business. To 
   prevent that from happening again the board 
   adopted the following language: 
   "Board members shall remain in office past 
   the July 1 expiration date for their terms if 
   newly elected Board members are not seated 
   by then due to election challenges."
