* Venice Park Naming Meeting *
Thursday, March 18th, At 6:00PM

Facilitated by the Dept. of Parks and Recreation
Location: Abbot Kinney Memorial Library
501 South Venice Boulevard

The Department of Parks and Recreation will
hold a hearing at the Abbot Kinney Library to 
accept public comment for the name for new park 
adjacent to the library. 

This is the final stop in the name choosing process
that started with GRVNC stakeholders voting for the
name "Peace Park" at the Venice Town Hall meeting.

"Peace Park" edged out "Sonny Zorro Park" in the last
round of an Instant Runoff Vote used to determine
which
name had majority support.  
(see previous GRVNC announcements)

Stakeholders are encouraged to attend to ask
that the Department of Parks respect the majority
choice vote already taken by GRVNC stakeholders.  

"PEACE PARK"
 
To encourage peace through out the world and 
in our community, Peace Park would be a place to 
meditate, contemplate and or to rejuvenate the
spirit with commissioned inspirational art pieces 
memorializing Venice residents who have passed 
on and left writings or artwork that promotes
peace. 

Some of the members of our community who could be
included are:
 
Larry Abrahms: scholar, writer and poet
Rick Davidson: writer, poet and visual artist
Mary Lou Johnson: founding member of Sojourn Women's 
   collective, poet and humanitarian
Gabrielino/Tongva: Native Americans
Sonny Zorro: artist

AGENDA HIGHLIGHTS!

The Rules and Elections Committee was chosen by
inviting 125 people by random to volunteer.  Because
of this "citizen-jury-type" committee, two motions
will be heard to address the ramifications.

1. Resolve the ambiguity of the GRVNC bylaws 
with respect to the membership of committees 
by ruling that the chair of the Elections Committee 
shall determine the committee's voting members.

2. Approval of additional committee members to ensure 
diversity of overall commitee.  The random selction
process may not be satisfactory to all in terms of the
makeup of the committee so far.  Therefore,
stakeholders will have 2 minutes to express why
his/her appointment will enhance the diversity of this
committee and that they are willing to come to all
meetings and perform the work required to set in
motion the GRVNC 2004 elections.

Also, it is possible that the committee will hear
motions on

- Voting method to be utilized: Polls, Absentee
Balloting,
or combination.

- 60 Day outreach preparation

Report on the GRVNC Board meeting of March 11, 2004

** GRVNC votes unanimously to ask that 
proposed Boardwalk Ordinance be set aside **

All Neighborhood Council members were in attendance
expect Kelly Willis, Lydia Poncé and Sabrina Venskus.

1. The Board considered a motion by Jim Smith 
to opposed the proposed Boardwalk ordinance, and 
unanimously approved an amended version, which reads:

"The GRVNC strongly urge that the proposed amendment 
to ordinance 42.15 be set aside, and that a discussion

of problems and issues on the Boardwalk be started 
with a clean slate. A professional mediator should 
be hired by the city. The mediator should identify 
stakeholder groups on the Boardwalk, including artists

and free speech advocates on the west side; vendors
and businesses on the east side; residents in the 
immediate area; homeless in the immediate area; 
and Venice residents in general. Issues and concerns 
of these groups should be identified and 
the process of reaching a consensus solution should
begin."

The motion came after several months of public 
comment at previous board meetings expressing 
opposition to the proposed ordinance, as well 
as overwhelming opposition from numerous speakers 
at the Feb. 26 Town Hall meeting.


2. The Board approved a motion by Dennis Hathaway, 
as follows: "To request that the city council 
office direct any group, association, organization or 
individual seeking funds from the Venice Area Surplus 
Real Property Fund to present their application for 
such funds to the GRVNC board for its consideration 
and recommendation for action to the Council office." 


All council members voted yes, expect Laddie 
Williams, Greg Fitchitt, DeDe Audet and 
David Moring who voted no, and Peggy Lee Kennedy, 
Jatun Valentine and Bonnie Cheeseman who abstained.

All other business was postponed until the next 
Board meeting, which is at 7PM, Monday, March 22 
at the Vera Davis McClendon Center, 610 
California Avenue.

At an Executive Committee meeting that was convened 
immediately after the adjournment of the Board 
meeting, several other items were added to 
the agenda:

1. Request from the Venice Community Coalition 
   for $600 to help pay for a Lincoln Blvd. traffic
study.

2. Motion in opposition to the cutting, or 
   elimination, of the budget of the city's 
   Cultural Affairs Department.

3. Motion to send letter to the LAPD asking that 
   police officers who attend council meetings not 
   interfere with the meeting or behave in a
threatening manner.

4. Motion to approve the 2nd quarter GRVNC budget
request.

5. Motion to approve bylaws modifications.
