C) Available Executive Committee members are meeting with Cindy Miscikowski at 
   her Westchester office at 1:30 on Jan 22, 2004 as approved by the board 
   to meet and greet and discuss Venice issues brought to the Board's attention
   by her office staff.

A)  Envision Venice :  Motion to endorse findings as written in the report 
    and to act upon its recommendations ( http://grvnc.org/envision.htm )
B)  St Joseph's Center : Motion to request that the West Area Planning 
    Commission postpone its hearing on St. Joseph's Center until 
    GRVNC has had an opportunity to study the issue
C)  Venice Specific Plan : Motion to extend VSP to cover east of Lincoln
D)  Parking Meters : Motion to support plan to place meters on Electric Ave lots
E)  Ocean Front Walk Committee : Motion to create a GRVNC Oceanfront Walk 
    Committee that will include Venice Boardwalk stakeholders and to appoint
    Ibrahim Butler as chair
F)  24 Hour Restrooms : Motion to support 24 hour public access to 
    public restrooms in Venice that are safe and secure
G)  Election Committee :  Confirmation of Executive Committee selection of
    Tom O'Meara as chair of Election Commitee.

Check out the new LUPC website which is designed to keep stakeholders 
informed on planning and development activities in Venice. 
Click on the Committees link at GRVNC's homepage: www.grvnc.org.
The page includes updates on projects and issues considered 
by LUPC and LUPC agendae and minutes.
The site also includes a page on upcoming hearings on 
Venice projects (Planning Commission, Zoning Administrator 
and Coastal Commission).  The site also provides one-click 
links to the Venice Comunity Plan, the Venice Coastal 
Specific Plan, the Oxford Triangle Specific Plan, the 
Venice Coastal Land Use Plan and the Coastal Transportation 
Corridor Specific Plan, which are the key documents which 
govern decision making on Venice Projects. 
The webpage provides contact information for LUPC and for 
Chief Planning Deputy Kevin Keller of Cindy Miscikowski's office. 
It also provides names and telphone numbers at Planning, Zoning 
and the Coastal Commission for individual projects. 
Developers who will be presenting their projects to LUPC can 
also download the LUPC Project Information Form from the site.
LUPC will also soon be posting the Venice section of the 
biweekly "Notice of New Entitlement Applications", which is 
sent by the Planning Department to the Neighborhood Councils, 
organized by certified neighborhood council.
It is hoped this webpage will help empower community members 
to stay informed on development activities in Venice and to 
actively participate in the shaping of our community.

GRVNC Accomplishments
October - December 2003
 
(Note from Tom:  Since I have not been so good thus far at highlighting
actions of the GRVNC Board as they happen, instead only posting minutes
to the website, I have included here at list of some of the recent 
accomplishments and actions of GRVNC.  In the future I will try to 
list GRNVC actions in the email announcements as they happen.  Thanks
to Kirk Weinert for his help compiling these. )
 
******  Community Development and Housing  *******
* Assisted Envision Venice to solicit community input on development of Lincoln Blvd.
* Created committee to envision development of Abbot Kinney Blvd.
* Opposed proposal by Trammel Crow developers to build 300 
  apartments next to Silver Triangle single-family neighborhood
* Endorsed conversion of 1319 Abbot Kinney building to 100% 
  commercial use, with parking for eight cars
* Opposed conversion of 1210-1212 Abbot Kinney commercial buildings 
  to three artist-in-residence condos
* Opposed demolition of 1345 Abbot Kinney building to be replaced by 
  artist-in-residence building
* Endorsed state purchase of Ballona Wetlands tracts
* Created Housing Committee to consider long-term plans for housing in Venice
* Venice Surplus Property Fund: Supported keeping the money for use in Venice only

******  Parking and Traffic  *******
* Won 24-hour parking in city parking lots near Venice Beach (program to begin in 2004)
* Won restoration of parking on segment of Washington Blvd.
* Endorsed use of light rail on Lincoln Blvd. from LAX

******  Community Assistance  ******
* Organized Toy Drive for children of locked-out grocery store 
  workers and low-income residents
* Endorsed, supported, and raised funds for Venice grocery store 
  workers locked out by Ralph’s
* Created Committee to Address Poverty and Homeless Issues

******  Democracy  ******
* Assisted in preparation of election guidelines to be used by 
  neighborhood councils throughout city
* Endorsed pending City Council resolution to oppose implementation 
  of anti-civil liberties provisions of Patriot Act in Los Angeles
* Created first-ever budget for GRVNC
* Implemented initial use of Instant Runoff Voting to elect candidates 
  to fill GRVNC board vacancies
* Held first Outreach Committee meeting in history of GRVNC
* Gathered and transmited stakeholder comments to the Playa Vista Draft EIR and the in depth comments by a  3 member ad hoc committee of LUPC and the Conservation Committee

Because Alice Stek was appointed to the open Second Vice President
seat, nominations will soon be open for District 7 representative.
To qualify, you must live in District 7 (Canals / Peninsula / 
South Beach / Silver Strand, please see map http://grvnc.org/map )
Although the term of this appointment expires at the GRVNC elections
in June (and the short term may appeal to those who would like to 
committ to volunteering for a short time initially before deciding
to committ for a full two year term), it is important due the
many responsibilities of District representatives.
In particular, you would sit (or choose someone to sit) on a seat
on the Land Use and Planning Committee.  For more information,
see the GRVNC bylaws
Many people usually submit their name as volunteers for open seats,
so the board will choose one via election.  However, District 7
appointment is not currently agendized, but it will be very soon!
