Meeting Minutes

April 1, 2004

Present: Tom O'Meara, Fred Dewey, Bob Niemann, Darryl Dufay, Ron Nelson, Erma Darling, Bill Norton

Motion: Sense of the committee resolution: against proposed changes to the "Credentials" section of the bylaws (Article VI, Section F): "self-affirmation" is insufficient form of certification of stakeholder status.

Motion passed

Motion: Urge Bylaws Committee and/or board to adopt language that sufficient criteria for participation in GRVNC elections is such: live, work, own property, or be engaged in a primary activity in Venice.

Also, the Elections Comittee does hereby set the following as the only valid form of credentials for voting in GRVNC elections.

1) Legal documents such as drivers license, passport, CA ID card

2) School ID

3) Recent utility bill

4) Property tax bill

5) Presense on LA County Registrar's Voter List with address in GRVNC Bondaries

6) Business license

The elections committee also requests that the Boardwalk Committee provide input on identifiction for Vendors/Artists. It also requests the Poverty and Homelessnees Committee provide input on identification of Venice homeless.

Motion: Sense of the Committee Resolution: Whereas the GRVNC bylaws state in Article IV, Section D:

"Seven Officers shall be elected from Voting Members who live (either homeowner or renter) in each of the following districts of the GRVNC boundary are:"

It is the intention of the Elections Comittee to implement the bylaws strictly, even though it has never been done before, so that stakeholders must actually live in a district in order to vote for a Geographical Representative.
